Official Plan

The Township of O’Connor’s Official Plan  has been approved with modifications by the Ministry of Municipal Affairs and Housing on January 30, 2019.

The Township of O’Connor is located within the Planning Area of the Lakehead Rural Planning Board in the District of Thunder Bay in Northwestern Ontario. O’Connor is located West and South of the City of Thunder Bay and is bordered by the Township of Gillies to the South, Municipality of Oliver Paipoonge to the East, Marks Township to the West and by the Township of Conmee to the North.

The Township is located in an area of the Province that has a unique history of development and economy based on the natural environment.   The Township can be described as an area of rural development exhibiting a “rural” lifestyle having a local economy based on natural resources.   The protection and maintenance of the rural environment is important to the residents of the Township.   The concentration of development into distinct settlement areas is not a desired development pattern.   The Township as a whole is considered to be a rural “settlement” area by the residents.

Zoning By-law

The Township of O’Connor Zoning By-law is in the process of being updated to incorporate the new Official Plan.  A Public Meeting will be held in the future for review of the proposed Zoning By-law.  At their meeting held on April 25, 2022, the Council of the Township of O’Connor passed By-law Number 2022-12, being the Township of O’Connor’s Zoning By-law.

BEING a By-law to regulate the use of land and the erection, location and use of buildings and structures in the Township of O’Connor.
WHEREAS the Council of the Corporation of the Township of O’Connor deems it appropriate and advisable to rescind Zoning By-law Number 95-19, as amended, and replace it with Zoning By-law Number 22-12 in accordance with the provisions of the Ontario Planning Act, 1995, as amended,
AND WHEREAS Zoning By-law Number 22-12 conforms with the provisions of the O’Connor Township Plan,
AND WHEREAS proper notice of a public meeting to consider the subject zoning by-law was given by means of prepaid first class mail to every landowner assessed in respect of land in the area to which the by-law applies, and by means of publication in a newspaper that is of sufficiently general circulation in the area to which the proposed by-law would apply to give the public reasonable notice of the meeting,
AND WHEREAS the Council of the Township of O’Connor convened that public meeting on Thursday, April 21, 2022 and afforded any person a fair opportunity to make representation in respect of the proposed by-law;

NOW THEREFORE the Council of the Township of O’Connor hereby enacted as follows:

  • THAT the Township of O’Connor Zoning By-law, attached hereto as Schedule “A” is hereby adopted by the Council of the Corporation of the Township of O’Connor;
  • THAT this By-law shall come in force and take effect on the 25th day of April, 2022.
